Can I combine multiple 8x8 textures to create characters bigger than 8x8 pixels?

You could try to use Godot. It can be compiled to work on chromebook, or you can try web version if the editor. But if you’re stuck to Scratch 3, than you can make your project to .html (via phosphorus for example) and upload to itch.io page as normal.

Have anyone thought of doing a game about furry,  mustached, very flexible mammals? idk who might it be?

I believe that’s your local time. Itch.io automatically adjusts time to your time zone. For example I live in Europe and the page shows that the jam starts and ends at 6 AM. If your nervous about it, you should probably check itch.io documentation or something...
